摘要: 2018年国内暴发的非洲猪瘟疫情对生猪行业产生了深远的影响,为优化生猪行业 布局、提升动物疫病防控水平,国务院提出了变革猪肉供应方式的意见。该文设想了猪肉供应 新模式下深圳动物疫病风险管控上可能面临的问题,探索引入风险性分析的理论模型,理顺 了动物疫病风险分析过程,搭建了跨区域动物卫生风险防控体系。未来,该体系将发挥锁定 核心风险控制点、发出动物疫情风险预警以及剔除特定动物疫病风险的功能,进而从源头保障 供深猪肉的质量安全。

Abstract: The domestic outbreak of the African Swine Fever in 2018 has had a profound impact on the pig industry. To optimize the layout of the pig industry and improve the level of animal epidemic prevention and control, the State Council has put forward suggestions for changing the pork supply mode. This paper initially envisaged the possible problems of animal epidemic risk management and control in Shenzhen under the new model of pork supply, explored the introduction of a theoretical model of risk analysis, straighten out the process of animal epidemic risk analysis, and built a trans??regional animal health risk prevention and control system. In the future, the system will play the role of locking core risk control points, issuing animal epidemic risk early warnings, and eliminating specific animal epidemic risks, so as to ensure the quality and safety of deep pork from the source.
